Strategic planning at the University of Maryland presents an important moment in our history for us to examine our current state, evaluate strengths and trends across campus, and assess the evolving higher education landscape. It also presents a critical opportunity for all of us to engage our community; consider new areas for impact in teaching, learning and research; inspire innovation; expand collaboration; and build a blueprint for the future of the University of Maryland.

Our Quest

The strategic planning committee is addressing the following questions through an open and inclusive process:

  1. How should UMD position itself for leadership and distinguish itself as a model next-generation, land-grant institution?
  2. How can we create an aspirational and shared institutional vision for the future?
  3. How can we leverage our collective resources and anticipate society’s evolving needs to establish cross-institutional priorities and initiatives?
  4. What does the rise of futuristic technology—autonomous vehicles, the Internet of Things and the melding of biology and machines—mean to UMD and those it serves? 
  5. How have a deadly pandemic and societal turmoil over racial injustice altered what we understand about  higher education? How do we position the flagship for future success?
  6. How will we align our skills, incentives and resources to achieve our collective vision?

The university will advance through this strategic planning process with transparency and clarity, and consistently engage the campus community. We look forward to creating a bold and inspiring document that will define our institution and guide its ascendancy for the next decade.


Meet the Strategic Planning Committees


In order to encourage bold and creative thinking, the University created six broad Planning Committees to help shape the next strategic plan. Each committee has been asked to think broadly about the opportunities and challenges UMD faces in the coming years and to identify corresponding strategic priorities. Planning Committees are encouraged to consider cross-cutting initiatives and not be limited by their core areas of focus. All Committees are using the guiding principles to shape their thinking.

  • Academic Excellence: student learning, pedagogy, and faculty recruitment and retention.
  • Access and Student Success: student recruitment, retention, and career development.
  • Discovery, Creativity, and Innovation: research, scholarship, innovation, and entrepreneurship.
  • Operations and Resources: people, finances, space, and information resources.
  • Strategic Partnerships: partnerships cutting across education, research, and community engagement with partners.
  • Student Experience: student identity and the residential and non-traditional student experience.

Guiding Principles

Excellence: We are committed in all endeavors to surpass the good and the great to reach new levels of achievement.

Diversity, Equity and Inclusion: We are strongest when embracing voices, ideas, perspectives, identities and experiences across the diversity of our campus. Together, we work toward justice.

Impact: We envision and create a better future for our state, nation and world through research, teaching and service.

Innovation: We aim to transcend the status quo, creatively thinking and acting to solve problems.

Collaboration: We accomplish more when we work together for a common purpose.

Service to Humanity: We are guided by our loyalty and obligations to all UMD constituencies: from students, faculty, staff and alums to local, state, national and international partners.


Planning Phases

The Strategic Planning schedule includes five phases from June 2021 to March 2022.


Phase I: June 2021
Engage strategic plan committees about process (through interviews)

Phase II: July-November 2021
Engage stakeholders about strength, weakness, opportunity and threat (SWOT) analysis

Phase III: November-December 2021
Synthesize strategic priorities, prioritize goals and objectives; define initiatives

Phase IV: November-December 2021
Prepare draft strategic plan

Phase V: January-March 2022
Finalize strategic plan
